A man of value and pragmatic leader and a home builder who believe in the unity and the development of Nigeria and Africa as a whole, he was born on the 3rd of January, 1968 into the family of Late Chief Ineigha Paul Bolou and Mrs. Nancy Bolou all of Odi Community in Kolokuma Local Government Area, Odi, Bayelsa State.

He started his education career from St. Stephen Primary School, Odi from 1970 to 1975 and bagged his First School Leaving Certificate (FSLC). He proceeded to Government Secondary School, Odi between 1976 and 1981 and bagged his West African Examination Council (WAEC). He later went to Government Secondary School, Aso Ama in the year 2000 and bagged his National Examination Council (NECO). He had the Bachelor of Social Science (B.Sc) in Business Administration between 2002 and 2007 in Rivers State University of Science and Technology, Port Harcourt. Shortly, he picks up a job with the Niger Delta Basic and Rural Development Authority, Port Harcourt as an Agricultural Assistant Training and worked for a period of eight years, between 1981and 1988 before he resigned and joined politics.

He was the Secretary of the defunct Social Democratic Party of Nigeria (SDP), Yenagoa Senatorial Zone 1 between 1989 and 1990. He served in another capacity as a State Auditor (National Centre Party of Nigeria) from 1991 to 1992.

As an astute politician, Hon. Prince Tari Bolou served under the Preye Agedah led administration in the Yenagoa Local Government Council of the old Rivers State as the Chairman, Agric Board, 1992 and Adviser  to the Chairman on Chifetancy and Land Matters, 1993.

In consonance with his burning desire to serve humanity, he contested along with Chief Alex Igbanibo as a running mate and won the 1999 Local Government Elections as a Vice-Chairman, Kolokuma/Opokuma Local Government Area in Bayelsa State. Subsequently, he became the first Executive Chairman of Odi Local Government Council on the creation of the 24 LGAs and served from 2000 to 2002.

The Democracy and Good Governance Award was presented to Hon. Prince Tari Bolou when he was Chairman Odi Local Government Area of Bayelsa State by the African Institute for Democracy and Good Governance in 2001.
