Hon. obedient Frank Emoto, member  bayelsa  state house of  assembly,  representing ogbia  constituency  in bayelsa state.

Honour they say is given to whom honour is due. Hon. Obedient Frank Emoto is a man of humble background. He was born on 4th of December, 1959 to the beloved christian family of Late Chief Frank Emoto and Mrs. Ebimie Frank Emoto of Onyi and Ode Families of Ologi. He is a full-fledged indigene of Ologi Community and by extension, a native of Ayakoro and Okodi communities in Ogbia Local Government Area of Bayelsa State. Tle Obedient was baptized in St. Michael's Catholic Church, Ologi in 1969 by Catechist Elekele Johnny. He is a devoted member of the Catholic Church till today. The imperative antecedent of formal education demonstrated immense zeal on Hon. Obedient Frank Emoto. Hence, he began his early education at St. Michael Primary School, Ologi where he had only primary three between 1966 and 1968. He later moved from Ologi to St. James Primary School, Anyama to start his primary four where he obtained his First School Leaving Certificate between 1969 and 1971.

At this stage, Hon. Obedient Frank Emoto was very unfortunate in his early life. He lost his parents and grappled with several challenges that ultimately revealed the divine purposes and strength of his character.  Despite these challenges, the dream of becoming famous among his contemporaries created another leverage for Hon Obedient Frank Emoto to venture into Mater Dei High School, Imiringi between 1972 and 1976, where he finished his secondary education career through the help of his erudite senior brother, Mr. Aduforce Frank Emoto, who also supposed to go to secondary school, but could not owing to his parent's death. He forfeited his education and sent Hon. Obedient Frank Emoto to secondary school.

His charismatic influence inspires him to achieve academic excellence. This stride saw Hon. Obedient Frank Emoto attending Rivers State University of Science and Technology, Port Harcourt. Hence, he irresistibly obtained Bachelors of Science degree in Business Administration with specialization in Marketing.

at Government Secondary School, Bali in Old Gongola State, now in Taraba State between 1987 and 1988. His peaceful disposition, intellectual capabilities and the wisdom he displayed made the principal of the school to make him the Chairman, Committee on Peaceful Resolution between Moslems and Christians in the school, which he perfectly handled to bring peaceful co-existence among the Moslems and the Christians in the school.

On return from the Youth Corp Service, Hon. Obedient Frank Emoto, a man embodied with resourcefulness, transparency, generosity and exceptional leadership qualities, could not resist the urge to participate in politics when the ban on political activities was lifted by the then Military Administration of the former Head of State, General Ibrahim Babangida. So, he joined the National Republican Convention (NRC) political party as a founding member between 1989 and 1993.

As a man of the people, he was called and he accepted to contest the councillorship position of the party in BALGA Ward 12 in the Old Brass Local Government Area of  Bayelsa State. But unfortunately for him, during the party's primary, he lost to Mr. Stephen Ogoniba of Otuedu and Onuebum Communities owing to the hoarding of the party voters cards that denied the party members of Otuokpoti, Ayakoro and Ologi their rights to participate in the primaries fully. As a level- headed politician who exhibited the spirit of sportsmanship and who believes that politics is not a do or die affair, Hon. Obedient Frank Emoto accepted his defeat, and took it in good faith. Mr. Stephen Ogoniba won the election and made him campaign manager and took him round all the communities. He campaigned vigorously for him which ultimately facilitated the victory of Mr. Stephen Ogoniba. So, owing to his sterling qualities, Hon. Obedient Frank Emoto was called upon to contest for the seat of Ogbia Constituency II in the Old Rivers State House of Assembly in 1992 following the creation of Ogbia Local Government Area, where he won a landslide victory of over 75 percent of the total votes cast.

In the defunct Old Rivers State House of Assembly where Hon. Obedient Frank Emoto served for one year and seven man who attached importance to public interest above his personal considerations. He used the limited resources at his disposal to uplift the living conditions of the people despite the political crisis that engulfed the Assembly owing to Governor Ada George and Chief Abule's factions. As a member of the Old Rivers State House of Assembly, Hon. Obedient Frank Emoto was a factor on the struggle for the creation of Bayelsa State.

He used the limited resources at his disposal to uplift the living conditions of the people despite the political crisis that engulfed the Assembly owing to Governor Ada George and Chief Abule's factions. As a member of the Old Rivers State House of Assembly, Hon. Obedient Frank Emoto was a factor on the struggle for the creation of Bayelsa State.  As a renowned primary classroom teacher before his university education, Hon. Obedient Frank Emoto went back to the classroom and worked with Post Primary Schools Board as a secondary school teacher when political activities were disrupted by General Sani Abacha's administration.

While in the teaching job his destiny was made fulfilled as Hon. Obedient Frank Emoto was appointed Special Adviser to the Governor of Bayelsa State on Assembly Matters by the immediate past administration.

Hon. Obedient Frank Emoto while serving as Special Adviser, re-contested for the Bayelsa State House of Assembly in the last elections, under the Peoples Democratic Party (PDP) and also won the Bayelsa State House of Assembly seat of Ogbia Constituency II where he was sworn in on 4th of June, 2011 at the Assembly Complex Chamber, Amarata-Yenagoa, Bayelsa State

As an Assembly Member, Hon. Obedient Frank Emoto has actualized the major expectations of the people which based on their responsibilities as a lawmaker.

As the saying goes, “no development can take place in an atmosphere devoid of peace”. On assumption of office, the 2011 budget has already been appropriated by the last administration, as it was faced by a lot of crises.

As a grassroots politician who knows the challenges of the people, Hon. Obedient Frank Emoto, on assumption of office, has presented the basic problems of the communities in the area to Government for attention and this singular action yielded positive results. On community development, Hon. Obedient Frank Emoto has been participating actively in actualizing community self-help projects by donating funds for the projects, among other activities to enhance the socio-economic well being of the people.

Also, in actualization of his desire to provide soft loan to farmers/fishermen in the area, Hon. Obedient Frank Emoto has evenly distributed the funds provided for present farmers to over 100 farmers in his constituency to boost food production.

Apart from making frantic efforts to see that all communities in the area have been linked to the National Grid, Hon. Obedient Frank Emoto has judiciously used this year's constituency funds to electrify Ologi Community in Ogbia Local Government Area. He also built toilet houses for two communities in his constituency.

During this year's flood, he also donated drugs worth over N2 million naira and set up a medical committee tagged, “Hon. Obedient Frank Emoto Flood Medical Intervention” headed by Dr. Daminola Francis. The team went round the communities and provided health assistance to the people in form of provision of drugs and treatment of diseases associated with the flood.

On the legislative business of the House which is the cardinal issue for effective representation, Hon. Obedient Frank Emoto has proven himself as a legislator of unparalleled wisdom through active participation in all legislative functions. As a lawmaker, Hon. Obedient Frank Emoto has attained the position of the Chief Whip of the State House of Assembly, Chairman, House Committee on Works and Transport and Chairman, House Committee on Public Service and Establishment as well as member of several committees in the House.

Hon. Emoto has bag many awards to his credit which include: the Prestigious Award as a Fellow of the Institute of Corporate Administration in 2008, Prestigious Excellent Award by the National Association of  Nigerian Students, South-South-East Inter State Affairs to spur him to render more selfless service to the people, especially, students in 2012, International Meritorious Award  as an Ambassador  of Peace by the Universal Peace Federation/Inter-religious and International Federation for World Peace in 2012, and the Meritorious Gold Award as the Best Philanthropist Legislator of the Year Award 2012 by National Waves Newspaper and Magazine. Also on October 20, 2012, the Chiefs and the people of Onuebum Community in Ogbia Local Government Area of Bayelsa State organized a rare reception for Hon. Obedient Frank Emoto in recognition of his exemplary leadership qualities and remarkable performance. His meritorious services to humanity gave, Hon. Obedient Frank Emoto during his heydays as an undergraduate, served as an Exco member of the Rivers State University of Science and Technology, Students' Union as Brass Local Government Area Representative. He also served as Vice President, Ogbia Students' Union and organized lectures to promote education in Ogbia Kingdom. He also worked as Marketing Manager, HABOK Industries Nigeria Limited among others.

He is married with eight children, four boys and four girls.  Therefore, Ogbia Legislators Assessment Foundation (OLAF) today conferred on you Hon. Obedient Frank Emoto the Prestigious Award as “2012 Distinguished Ogbia Origin Lawmaker of the Year Award”.

Conferred with prestigious Award of Excellence on Legislative Performance by the Nigerian Youths Parliament .
